The housing part of the spring is laying down on my front tire. Did the strut break? Or did the string housing itself break. And how do I go about repairing it?

It's hard to know what has happened without seeing it firsthand, but the spring may have broken. The entire strut will likely need to be removed, disassembled and any broken parts replaced. This requires special tools and knowledge to do this safely, so I would recommend taking it to a repair shop. I would also have the strut on the other side inspected to be sure it is not having similar problems.
