Question: dont have the correct voltage at the cam sensor

We changed the head and cams. The motor is now running rough and the #1 spark plug is wet. we dont have the correct voltage at the cam sensor and the cooling fan dont turn off.

    Sounds like there's a wiring issue of some sort after replacing the head. Double check all the wiring and ground wires, especially the ground wire under the drivers side engine mount.
