do you have to take out the rack and pinion to replace the inner right tie rod?

    Yes, the inner tie rod ends are replaceable and you don't need to replace the entire rack and pinion assembly - unless there is an internal problem with the rack.
    You will need to get a wheel alignment after the repair.
