do the emergency brake pedal wear down normally from no use on 2004 Chevrolet Colorado

my truck was vandelized 01/30/2012. The wires were pulled loose from underneath and a dark brown piece of hard plastic wa left under my carport.I could not put my truck in gear to start it.My insurance co had it towed to Phil Smith Chevrolet Dealership to be repaired.I thought it was fully repaired because it was driveable.well when my husband tried to put the emergency brake on to check my tires it would not lock.the brake lock comes on when he mash the pedal and when he mash the pedal it will stop the car but ti will not lock in place.I took my truck back to the dealership they said my emergency brake pedal needed to be replaced from normal wear and tear I only have 47,234 miles on my car I have never used it and it was working fine before this problem

you probably need to adjust the e brake and check and see if there is any cables seiZed

sounds like the rachet assm inside the pedal housing is bad.
