If the seals are leaking they have failed and should be replaced. No the cv boots dont need to be replaced unless they too have ruptured. There are 4 cv boots and it is doubtful that they are all bad but possible. I would get a second opinion if some recommended all cv boots to be replaced. I have only replaced 1 or 2 on vehicles at a time but never all 4.
