at this point I only want to spend money on what would affect the car running or not. the broken clock spring affected the horn which I disconnected by taking the fuse out. I son't care about the cruise control, airbag or horn so is it vital to replace the spring?

The clock spring is the connection for the buttons and switches in the steering wheel, some of those are convenience items, others are safety items. It would be concerning if the safety items were not working... (air bag, horn)

Do you need a clockspring to drive the car? No... To drive it safely, yes.
