1997 Mercury Villager Question: distributor rotor won't' turn. Is it the timing belt, or distrib.?

Van was working fine the other day, yesterday i tried to start the engine and it just turn, checked for the usual spark, fuel.

    sounds like the timing belt broke. remove the top cover and crank over the motor to verify. belt, water pump, pulleys, belts and tensioner run about 600-700.

    did that, and the lifters won't move neither. I guess I have a bad timing belt. Is it hard to replace? or i need to take it to a mechanic, I do not have much time to do it myself.
