2001 Volkswagen Passat Question: Died on road, No start, no power to Fuel pump fuse or ECU fuses Relay new

It is normal to only have power to the fuel pump when cranking, because you HAVE to have an rpm signal for the ECU to energize the fuel pump relay. This is safety feature on just about any car. Try spraying some carb cleaner into your engine and see if the engine runs a bit. IF IT DOES, then you have no fuel delivery, yet you have power to the fuel pump, therefore the fuel pump is defective.
