Check the fuses and then check the head light switch.

I have the same problem. I narrowed it down. Does the rear wiper motor not work? Evidently, there is a short in the harness in the cargo area and it has to do with the rear wiper motor wires. Since the rear wiper motor did not work and the fuse was good, I did a continuity check and found there is no power to the motor. I then pulled the fuse for the wiper motor, replaced the burned out fuse for the dash and tail lights and bingo, the dash lights and tail lights problem went away. It's too cold out to do anymore surgery, but I'm sure I will find that the power wires to the tail lamps are shorting out on the ground wire to the wiper motor and the ground wire to the wiper motor is broken.

I believe I have found the problem. I have the same issue. There is a short in the cargo area causing this. When I replaced the fuse for the dash & tail lights and turned all the lights on without turning on the ignition, they worked fine. Now, if I turned on the ignition, the fuse blew. Also, my rear wiper motor stopped working. I did a continuity check and there was no power to the motor, but when I pulled the fuse to check it, the fuse to the motor was good. That's when it clicked. I kept the fuse out and replaced the fuse for the dash and tail lights and bingo. The problem went away. It's too cold out to do anymore surgery on the harness. I can live without the rear wiper for now. Now, this doesn't necessarily mean it has to do with the wiper motor wires either. It could be other wires in the harness back at the tail gate, but that is the first place to look.
