Should I replace the boot or change the whole axle shaft, I think its a torn cv boot because there is grease everywhere, including on the wheel well. It the front driver side

If you are doing it yourself replace the whole axle many good quality new/re-manufactured axles available at a reasonable cost.
If the boot is split a long time examine the joint for wear and see what your mechanic says.

REPLACE THE WHOLE AXLE THEY ARE FAIRLY CHEAP AND THEN YOU GET 2 NEW BOOTS AND R/B JOINTS
