MasterThis depends on the parts availability and cost of parts. Sometimes, it's just cheaper because of the cost of the whole axle assembly and the labor involved to replace the entire CV shaft, including boot. Sometimes it makes sense to just do the boot cover for the same reason.
Unless there is something wrong with the axle itself, make the decision based on the cost difference.
