Sounds like a fault in the system; a diagnosis is really in order to determine what has failed. There are several components involved.

The speed sensor fails, if it's a manual transmission and the clutch master cylinder has been replaced the clutch pedal switch adjustment is critical, the tests of the control switch and all inputs and outputs should be done at the cruise control computer. There is a company that independent auto repair shops get their information from, this same information is available inexpensively for people that work on their own cars.. The information is year make and model specific, covering repair procedures, torque specifications, fluid capacities and specifications, service bulletins, component locations, wiring diagrams ect.... Alldata is very easy to navigate http://bit.ly/AllData_Repair_Manuals_Online
Alldata have easy to follow tests for the cruise control but there are many steps to follow and you would want to be comfortable following wiring diagrams and using a Volt/Ohm meter.

One time, I noticed my cruise control no longer worked after having my brakes repaired. Whenever I tried to engage cruise control, it would flash 5 times. The brake repairman did not claim responsibility. Three years later when I had another repair done by a company that specializes in Toyota, the cruise control worked again! Apparently when the brakes were repaired, something for the cruise control was disconnected and never re-connected. Hope this helps someone!
