The system will need to be evacuated, the leaking hose replaced and the system recharged. If the system has been empty then the receiver drier should be replaced as well.

I am in the process of buying the vehicle from a private party. It has been well maintained, and he claims last season when the ac was used it was blowing ice cold. My concern is the cost of repair, he just tried to recharge it before selling to me, yet will not hold freon due to leak in hose. What can I negotiate off the price for this setback? Is this a do it yourself replacement of the hose, if all other systems are in order, except for the holes.

The replacement of the hose can vary wildly, it depends on which hose and where it's located. You looking at a minimum of $300 and it could go up considerably.
You may be able to replace it yourself, but you cannot recharge the A/C without proper equipment.
When your buying a used car, you have to accept some things are going to be wrong with it and as far as how much that knocks off the price depends on your negotiating skills.
