My car stopped while driving. Diagnosed to be broken timing belt and estimated cost to repair was 3000.00. Does this make sense?

Yes, this makes sense. When the timing belt breaks the pistons hit and bend the valves causing major engine damage. The cylinder heads need to be removed and inspected, all bent valves replaced, and the if your lucky there wont be any other damage. $3000 seems like an accurate estimate for this job.
