Ok,, have the freon checked in the A/C system!!! Fans engage when A/C compresdor does and turn off as A/C compressor does! If low on freon, compressor will cycle on/off regularly! Any time you choose a hvac setting that engages the compressor this happens! Make sense??

I don't understand why it does this when I just put the heat on or the climate control to 80 degrees when it is 35 degrees outside. the ac compressor should not be coming on at all.

It's designed to exercise the A/C system even in winter! If you select floor heat only, it should not turn on the compressor. Other slections will. Have the system tested!!
