cooling fan not working on 1991 Buick LeSabre

The cooling fan does not come on when the car is cranked.

Electric fans do not come on when the car is started unless the coolant temp is high enough.

cooling fans are not kicking on; replaced fuses, ECT and relay's and still nothing. I jumped fans to battery and they came on. Any ideas why they are not coming on normally?
