What you are describing appears to an improperly bled power steering system. The white and cloudy condition you are explaining is the result of air in the system. Although, there is another possible cause. The power steering fluid reservoir has a baffle in it to prevent air from being ingested into the system. Failure of this baffle is common and should be easily recognized by a properly trained technician. If the fluid appears to be swirling or moving rapidly in the reservoir this is most likely the issue.
