convertible top will not go down. motor is getting power

Motor having power does not mean the motor is good. If the motor works then sounds like linkage attachment has come loose not allowing the motor to pull/push the top up or down. Would need to access motor attachment and follow the linkage or rail to problem.

Check drive cables from motor to linkage.They are simple to remove and check that square drives on end haven't broken off,they are a bit delicate.
