    lets start with is your initial cam timing set correctly? as far as the fault, this seems to be a function fault, not electrical. the ecm needs to see a timing change when the adjuster is energized. when you changed the solenoid did you replace the whole thing with the chain tensioner? you may have a mechanical block preventing movement in the tensioner. the tensioner works on oil pressure. there is a scren under the tensioner that can become clogged and stop oil flow.
