Sounds like an actuator may be trying to open or close a blend door. You may want to remove the glove box and listen to better determine where the noise is coming from.

I meant the cooling fan under the hood where radiator is. Could this be the cooling fan solenoid problem?

If it is the cooling fan there could be a relay closing and opening. You may be able to feel the relay operating by touching the various relays under the hood.
