catalytic converter on 1997 GMC Safari

will a bad catalytic converter make a engine not start?

Asked by for the 1997 GMC Safari
The only way this could occur is if the Cat. Conv. was plugged, which can happen but it is rare that it would cause a no start condition. Cat. Conv. don't fail on their own, they are the result of another problem in the system. Read this article on this subject: http://repairpal.com/blog/catalytic-converters-dont-usually-die-theyre-killed
So it would appear you likely have another problem causing the no start condition, and if the cat. conv. is bad, possibly causing that too. :
