Car wont start, Right headlight flashes after failed start. (2 answers)

It has been starting slower than normal the past couple of weeks. Battery is fine, 11.8 volts at rest. Turn key, nothing, hear a "shhhhh" sound for 1 second, not turning over. Then the right headlight flashes like 15 times.

acts like it is hitting the rev limiter between 4 and 5,000 rpm under hard accel (1 answer)
