Question: Car wont start

My car wont stat I have checked the battery 11.50 volts. I know that battery is not being charged by alternator but my car still wont start unless it is being jumped by another car. What could cause the lost of starting power.

    11.50 volts is not enough to start an engine, and I'm sure it drops to below 9 volts when actually trying to start the car.
    Have a shop perform a thorough check of the battery, alternator and battery cables.

    My sister has a 1997 but has taken it to dealer and some other shop but say Alternator is fine and that she needed new battery. She bought battery and her new batter now dies.
