One year ago I had the Neutral Safety Switch replaced because car wouldn't start. Now one year later I am having what seems to be the same problem. Could it just simply be the starter or will I have to have this safety switch replaced again. And will this be a yearly repair?

Sometimes switches will last the life of the car and as with any part they can fail at any time or it could be the starter better off having a tech diagnose this to avoid changing parts for no reason.
