engine turns over but will not start, i think is the fuel regulator, because i could hear the fuel pump turn on, and at the fuel rack at the shacter valve i press it and there was very little pressure, where is the fuel pressure regulator located?

The Fuel pump is your likely culprit. Just because you can hear the pump running does not mean that it is pumping fuel at the proper pressure. The fuel pressure regulator is part of the fuel pump module. Replace the entire Fuel Pump Module assembly.
