could the cat be plugged or is it something else

    It sounds like you may have a plugged catalytic convertor on your 1996 Chevrolet Monte Carlo. The best why to confirm this is to test the exhaust back pressure. It should not be more that 1.5psi at 1500 rpm with the transmission in park.

    The best way to check exhaust back pressure is to remove the O2 sensor in front of the suspect catalytic convertor and install a special fitting with a heat resistant rubber hose attached. You can then connect a vacuum/pressure gauge to the hose and perform your pack pressure test.

    If compression is low on cylinder #2 that would indicate a mechanical problem. Further diagnoses will be required to isolate the cause.
