car driver door on 1994 Honda Civic

the driver side door will not open fron inside and outside of the car

You may have to take the seat out to get access to remove the door panel to inspect the lock mechanism and linkages. It's usually a $2 plastic clip that breaks on the linkage but the door interior trim panel has to come of to get to it. There is a company that independent auto repair shops "buy" their information from that the same information inexpensively to do it yourselfers. The information is year make and model specific repair procedures, service bulletins, component locations, wiring diagrams ect.... Alldata is very easy to navigate

the acuatator arm fell off inside the door . remove the door panel and check to see what has become disconnected. If it is all connected the your latch assembly may need to be replaced

electric locking mechanism still works, door is unlocked.
Worn door locks (tumblers) can cause the lock not to work. Removing the lock and replacing the worn parts (tumblers) is needed to get the lock working again.
When I rolled it down. What could that be? Off track??
