When you say can't start, do you mean your car will not turn over or it turns over and won't fire off?
Ok, if your headlights won't turn on even with a new battery, then it sounds like a big fusible link or major under hood 80 amp fuse is blown. How did this come about?
Check your old battery and make sure that your positive and negative terminals match up with the new one and that they are on the exact same side.
