I WAS TOLD THAT MY 92' FORD F-150 COULD NOT BE PLACED ON A DIAGNOSTIC MACHINE IS THIS TRUE?

No, there are many testers available to diagnose this vehicle, but this shop may not have one of them and that is why you were told that. Your vehicle is what is called OBD-I certified, after 1994 vehicle changed to OBD-II, which required new test equipment, if the shop has a late model tester, they may not have opted for the early software to save cost(the software is expensive and there is not high demand some shops skip certain models to save money) . You just need to find a shop that has worked on Ford vehicles for more than 15 years or one that was willing to work on all years.
