can repairs be halted on 2005 Ford Focus

I verbally agreed to an estimate of $1000 to have rear wheelbearings (stuck to spindler) fixed and to turn rotors and new disk brakes. It is still in shop as they have to locate spindler. Can I stop any further work at this stage and only pay for what they have done - I feel Im being ripped off.

You can try to stop the work, it may be that they didn't even start on it, but if they did, you may be too late. What you can do is ask for the old parts and get a second opinion on the condition of the parts. Why do you feel your being overcharged?
