Dealer told me I had 3 actuators burned out, cost to replace $1200.00. Took it to mechanic, who said they are not burnt out as they work when locking doors, said it needed to be reset by Dealer ( he didn't use the word "reset") Who do I believe???

Back as far as the 1980's BMW had a way to resynchronize the door locks when a person opened the driver's door lock while someone was lifting on the passenger door handle. Toyota do have a resynch procedure for the power windows and sunroofs on newer cars if the components are replaced or the battery has been disconnected but your car doesn't have this resynch procedure.
I would need to know more. It seems odd three door lock actuators fail at the same time. It may be prudent to disconnect each lock individually and measure amperage draw, look for voltage drops ect....
