2002 Ford Escape Question: brake system flush with master cylinder replacement

Thank you for your estimate. I have an estimate for a master cylinder remove and replacement and "bleed dydraulic system" with 1qt fluid ($349.70 plus tax and enviroment fees.) Midas also recommended a brake system flush with 1qt fluid ($89.90 plus t/ef). Is the flush necessary if they "bleed hydraulic system" when the master cylinder is replaced? Bleed and flush sound like the same thing... Your response shall be appreciated.

    Bleeding means bleeding air out of the brake system after a brake repair or replacement and flushing means to to flush the system by removing the old fluid and replacing with new brake fluid.
