Brake rotors rusted and pocked at 63000 miles? on 2007 Chevrolet Aveo5

The mechanic at the dealership servicing my 2007 Chevy Aveo5 says the front rotors need to be replaced because they are pocked and rusted. The car has 63,000 miles. What would you say about that? Should I try to get a refund from the manufacturer?
