brake problems on 2003 Oldsmobile Alero

just changed front pads and rotors now brake pedal feels hard but will not lock up brakes

break in period for the metallic feel. brakes should never lock up, not a valid test for anything Roy

I;ve changed brake pads on this car before, and never had this kind of problem and brakes should lock up if you have to stop fast.this car has no abs on it
