This could be 2 separate problems. Is one of your brake light bulbs out? Most shops and many auto parts stores have a tester that will check your charging system. Many places will do a charging system test for free, so it's a good idea to call around to the parts houses. When you replaced the battery, did you clean the terminals of corrosion? Were the cables in good condition? Are they secure on the battery? hope this helps

There is a loss of voltage to the instrument panel. This can be from a charging problem, or an electrical problem, both of which need to be inspected by an experienced technician, preferably one who is experienced with your vehicle.
