You need to have the vehicle scanned. Not with a cheap, inefficent OBD2 reader. You need to have the BCM coded out. It's most likely the blower control module.

is this a seperate part from the mower or can it be purchased together? When I tap the motor it starts to blow again, what do you think?

You didn't say when you tap on it it works It's definately a bad blower motor. Yoy might have also damaged the blower motor control processor. The blower motor draws alot of amps. Depending on how it failed it might have damaged blower motor control processor. This is my e-mail address, autoknowhow@earthlink.net. I can e-mail you a picture of the location.

I also have an '03 DeVille and the A/C blower motor doesn't always come on when starting the car. Everything else (compressor, vents, etc) works OK. It starts to blow at random or sometimes even when you hit a bump. If you have any pix of where the blower controller is located, please include me - thanks. jrit4u@gmail.com

We are in Clearwater, FL. FYI, I removed the underdash panel and found that the problem with my intermittent blower motor operation was: there was some poor continuity issue with the motor electrical plug - I unplugged it and cleaned the contacts - re-inserted the plug and revised the strain on the cable - bingo! - it has been working great ever since. Thanks for all the help!
