 Rookie

Appears rust on rotor not engaging on car. after driving there is no heat on rotor - rotor cold. Took car in for brake repair told everything works. While driving it still feels like back brakes are not fully working. Was told the front brakes engage 80% and back 20% can someone give me direction. Could it be some computer chip? or Bleeding of the cylinder? Whats up?
