Are catalatic converters still avail. without having to buy it at the dealer? on 2002 Saturn L200

One morning I started my saturn up, and it ran rough. The second day it was idling really high. I drove it to a shop and it smoked really bad. And it lost it's power.

Sorry, unfortunately in California, they try to make it hard to get replacement catalytic convertors.
