Question: anti lock brakes

what i mean by engaged is that the brakes seem to be locked not allowing the tires to turn, when the car is in drive the brakes feel like they are being applied, not so much in reverse

    The ABS unit actually will release the brakes not apply them. When there is too much pressure locking up the rear brakes the ABS unit will relieve pressure to let the wheel spin free enough not to lock up. If the rear brakes are locking up and not moving then there is a brake issue not an ABS issue. Other possibilities include a rear differential issue or possible transmission problem.
