my battery died and i hooked up to jumper cables and charged it back up but when i go to start my car all i get is a simple click from the engine. any suggestions on what to do? is it the starter or something else i should look at?

Starters do go bad, but make sure your jump and battery has enough amps to be able to turn the starter.

I had 14-16 amps when I tried starting my car. Is there a way to test if ur starter is bad or is it something that just goes out?

14 - 16 amps? are you thinking volts, that's not cranking amps. Your battery has a label on it that list the cold cranking amps and the crank amps, usually CCA 500 - 800, Reserve crank amp are usually higher. If your cables or connections get dirty, that's why the lights will work but the starter will just click. If that starter is not getting the amps it needs to operate, then it will just click. To answer the other, yes the starter could as well be bad, but not checking things properly will cause you to spend money you might not need to spend, at a guess. The click is the solenoid pushing the bendix, or starter drive against the flywheel, but the starter motor will not turn.
