I have put several brake light switches in those cars. Has the master cylinder been replaced some car manufactures it is critical to adjust the push rod length between the master cylinder push rod and where it is actuated from in the brake booster. When the brakes come on and bind, crack open one bleed screw and see if the brakes release that would prove it is brake fluid pressure that is building up. Could also be a blocked return port in the brake master cylinder but never say that either on that Jaguar. Hope some one else has a better answer or more specific input.

I NOTICED WHEN THE BRAKES DO LOCK UP, IF I REMOVE THE RETAINING NUTS ON THE MASTER CYL. THE BRAKES ALL RELEASE. THIS SEEMS TO ME LIKE THE BOOSTER PUSHROD NEEDS TO BE ADJUSTED. I CAN SEE THE THREADED PIECE ON THE PUSH ROD BUT I CANNOT TURN THE OUTER PIECE, IT SEEMS STUCK OR SEIZED. THE PUSH ROD ALSO FEELS LOOSE INSIDE OF BOOSTER TOO. ANY IDEAS ON ADJUSTMENT.

This may be off-subject but I noticed you said you bled the brakes with DOT 3 fluid. You should only put DOT 4 fluid in a Jaguar. DOT 3 will cause all the seals to crack in the braking system. Also, When I first got my 96 XJ6 I noticed the brake lights stuck on and cruise would not work. I replaced the switch under the pedal to no avail. I then discovered that if I start the vehicle in neutral the lights work fine and the cruise control worked fine but there was a clicking sound when I would depress the brakes. That was because there is a switch by the shifter that needed to be replaced. If the brake lights are stuck on for any length of time the brakes will lock up. Its a long shot but it might help stop the problem. While driving around I have seen many, many Jags with the same problem. Not only on the XJ6 but several newer models also...right up to an 09.
