Air control on 1998 Toyota Camry

Cannot control air flow direction from vents, air will not divert from floor to defrost or any other setting. It seems to be stuck.

Toyota had a bulletin about a problem with the center air vent in the dash sticking. Is a problem not being able to get the center air register to move the louvers up ward and downward and side to side or is the problem you are experiencing a problem with the lever operation, ie you move the levers on the heater control and the air is not diverted from floor to windscreen defrost?
