when I turn the ignition key to start the engine it blows the 10 amp fuse HVAC/IP IGN for the air conditioner, then just blows hot air. None of the control for the heater or defroster work. the fuse blows instantly, there is no delay, like it would be if there was a sticky or hard workng part some where.

Chances are the A/C compressor clutch coil is blowing the HVAC fuse on your 2007 Chevrolet Cobalt. Try disconnecting the electrical connector at the compressor clutch coil. If the fuse no longer blows the compressor clutch is at fault. If the fuse continues to blow with the compressor disconnected then the fault could be munch for difficult to diagnose and you may need the help of a qualified repair shop. I have done what you said on the 2007 cobalt with the air condidtioner problem and you were right, and will take it to a shop to get it fixed good job, and thanks a ton mike
The air con on my Cobalt works, but it doesn't blow hard enough to actually cool the car. On a hot day I have to put all vents on me and keep a window partially cracked to keep from sweating profus...
