Air compressor on 1995 Mercury Villager

Will it "smoke" if it is "going out"? How important is it to repair the air compressor?

The AC compressor is belt driven and sometime the AC clutch will freeze and since the belt has to constantly turn the water pump,power steering pump and alternator, So if the pulley or clutch on the AC compressor is frozen ( won't turn ) the belt will squeel and burn as its trying to spin the pulley.

Recently had the a/c compressor replaced in my 97 villager and all seemed to be well, however, I noticed that at stop lights, air seemed less cool than when the car was running. At the green light...
