This doesn't sound like a fuse problem. There is an electrical connection point between the steering wheel and column that feeds all the steering wheel controls (air bag, cruise, and horn) that has failed or is damaged. A BMW dealer or qualified BMW shop needs to do a diagnosis and find the problem.
Yes, just like Tyreguy said, it could be a failed clock spring. To get access to the clock spring the air bag must be removed and after the repair the steering angle sensor has to be re-initialized and SRS codes reset. I strongly suggest a BMW specialty shop for this repair.
