the air bag light stays on and the horn does not blow

  It sounds like you may have a problem with the "clock spring" in the steering column which makes the electrical connections between the steering wheel and the steering column. The "clock spring" is a coil of wire in a housing that will allow the steering wheel to turn while keeping the electrical circuit complete.
