ive been putting the a/c recharge stuff in my car but the readings say that i still have low refrig and the a/c is off how do i turn it on

  If the readings are low, there is a low pressure cut off switch that will prevent the system from running until it can hold the proper pressure. It sounds like you have a leak, if you can't fill the system, that is.
