Air conditioning is difficult to trouble shoot with out a wiring diagram, theory of operation, component locator and pressure gauges. If the fuses are all OK, jump the compressor see if it operates. If the system is low in refrigerant to protect itself from damage there is a low pressure switch in the system that prevents the entire system from working. There is also a company that independent auto repair shops buy their information from that the same information inexpensively to do it yourselfers. When the heater only works on high, the most common problem is a blower motor resistor. The correct repair is to replace it with a new resistor.
