how do you know the freon is good?? what are the pressures?

you could have a failed pressure sensor preventiing the compressor from engaging. You have no way to judge how much refrigerant is in the system without running the compressor. There could be pressure but not enough liquid refrigerant to run the system, the pressure sensors are there to protect the compressor.
