Honking Type Noise When AC is Turned On on Dodge Stratus

If you hear a honk or "fog horn" sound within a few seconds of turning on the air conditioning, that can be fixed by replacing the AC expansion valve. Occasionally vibration from the honking can be felt in the steering wheel and car seats.

A/C comes on then makes a loud fog horn type sound then shuts off and repeats. When it makes the sound, the engine loses power also and gains it back after the sound. Still trying to find more info on how to fix it because you can't get a god blessing diagram anywhere because it "HAS TO BE SERVICED BY A PROFESSIONAL" for money that no average Joe can afford.
